  The year 2025 marks the 80th anniversary of the founding of the United Nations. On the occasion, China also commemorates the 25th anniversary of its police participation in UN Peacekeeping Operations. In a world that is thirsty for peace,these peacekeeping operations remain a vital instrument for the UN in maintaining international peace and security.
  China, as the first nation to sign the United Nations Charter, has consistently lived up to its responsibilities as a permanent member of the UN Security Council. Today, it deploys the largest number of contingent of peacekeepers among the Council’s permanent members, and stands as the second-largest contributor to both the UN regular budget and the UN peacekeeping assessments.
  As a major country with the best track record on peace and security, China offers innovative solutions for global governance reform while unswervingly sticking to the path of peaceful development.
  Under the leadership of the MPS, the Chinese peacekeepers, as a vital part of China’s Blue Helmets, have become symbols of determination over the past 25years. They exemplified the true multilateralism, advanced the Global Security Initiative, and embodied the commitment of China’s police force in the new era,shedding light on global peace.

  — Glorious Mission —
  Steadfast Supporters of UN Peacekeeping Operations
  We still bear in mind President Xi Jinping’s speech at the UN Peacekeeping Summit in 2015, "Peace is the common aspiration and lofty goal shared by all mankind. It was for the purpose of securing peace that the UN peacekeeping operations came into being. It is now an important means of upholding world peace and security.
  "For 25 years, the Chinese peacekeepers have upheld the principles of the UN Charter. They championed UN reforms to enhance mission effectiveness, adhered to the core tenets of peacekeeping—consent, impartiality, and non-use of force except in self-defense—and executed mandates with professionalism. All officers have been awarded the UN Medal of Honor, representing justice, expertise, cultural sensitivity, and self-confidence.
  Restoring peace and stability is a primary function of UN peacekeeping operations. The Chinese peacekeepers have maintained ceasefires, quelled violence, and upheld regional peace globally, bringing hope to a chaotic world.
  Promoting judicial and law enforcement reconstruction is an important means of UN peacekeeping operations. The Chinese peacekeepers strictly followed the UN mandates to oversee and guide law enforcement and judicial activities in the host countries. Through refugee camp protection, conflict prevention and resolution, investigation of criminal and public security cases, training, and capacity-building,they have contributed to the reconstruction efforts of law enforcement agencies and systems in these countries. Protecting civilians is a crucial mission of UN peacekeeping operations. When confronting women, children, refugees, and displaced persons in conflicts, the Chinese peacekeeping police are duty-bound to carry out human rights protection and humanitarian assistance. They shield vulnerable groups in the host countries.preventing them from various infringements such as violence and discrimination, demonstrating boundless compassion and heroism.

  — A Major Country’s Responsibility —
  Contributing to Global Governance with Strength
  As we speak, people in many places around the world are still suffering from ravages of war. They have a deep yearning for peace, higher hopes for the United Nations, and greater expectations for its peacekeeping operations.
  Over the past 25 years, China has dispatched over 2,700 peacekeeping police officers to the UN headquarters and 18 UN missions across four continents. China’s modernization miracles, rapid economic growth, and social stability, now inform and shape global governance through its peacekeepers’ footprints.
  -- In Timor-Leste, the Central African Republic, Haiti, South Sudan, Kosovo, and Abyei, the MPS has dispatched 13 FPUs comprising over 1,900 personnel, along with more than 800 police officers, ranking among the UN Security Council’s top contributors. In mission areas, they have conducted community policing, trained local officers in law enforcement philosophies and techniques, and pioneered the "Nine-Step Community Mediation Method"developed by Fujian FPU, which was listed by the UN as a standard practice.
  -- China has evolved from a participant to a contributor and trendsetter in UN peacekeeping. Our engagement now spans the full spectrum of peacekeeping activities, from formulation of policies, regulations and strategic planning to curriculum development, covering the entire lifecycle of peacekeeping: planning, decision-making, training, implementation, and evaluation. The UN has introduced Chinese perspectives into the revisions of standard operating procedures and FPU performance assessment frameworks.
  -- Starting from 15 pioneers, China’s contributions have expanded to a comprehensive deployment system encompassing FPUs, international staff, mobile trainer teams, and senior advisors. Over 50 Chinese officers have served in key positions at UN headquarters and mission areas, while more than 100 police instructors, including UN-certified master trainers, have delivered specialized training to the UN member states. Through joint guard duties, patrols, operations, and exercises with international peacekeeping forces, China has laid a solid foundation for deepening multilateral police cooperation and provided strong impetus to UN peacekeeping operations.

  — A Shared Future —
  Making More Contributions to World Peace
   "China will join the new UN Peacekeeping Capability Readiness System and has thus decided to take the lead in setting up a permanent peacekeeping police squad.""In the coming five years, China will train 2,000 peacekeepers from other countries."At the UN Peacekeeping Summit in 2015, President Xi Jinping announced a series of new Chinese initiatives to support the enhancement of UN peacekeeping operations, underscoring China’s commitment as a responsible major country that cherishes peace and actively participates in global governance.
  China honors its pledges with unwavering resolve. The Party Committee of the MPS has fully implemented the guiding principles of General Secretary Xi Jinping’s speech, translating commitments into concrete actions by continuously contributing resources and personnel to UN peacekeeping. These efforts represent China’s dedication to advancing the building of a community with a shared future for mankind.
  -- The World’s First Permanent Peacekeeping Police Squad: In 2016, the MPS set up the first-ever Permanent Peacekeeping Police Squad, which has been holding the highest readiness level within the UN’s Peacekeeping Capability Readiness System. The MPS also established specialized rapid response, security, and UAV units, with personnel and equipment integrated through regular red team-blue team exercises and full-spectrum simulation drills. China’s elite peacekeeping task force remains perpetually prepared to deploy for peace missions.
  -- Sustained Financial Support: China has become the second-largest contributor to the UN peacekeeping assessments. Through the China-UN Peace and Development Fund, it supports a multitude of projects bolstering UN peacekeeping operations. At the 2nd, 3rd, and 4th United Nations Chiefs of Police Summits, Chinese representatives of the MPS proposed actionable initiatives that garnered widespread acclaim and endorsement from UN member states.
  -- Asia’s Regional Peacekeeping Police Training Center: The China Peacekeeping Police Training Center, founded concurrently with China’s inaugural peacekeeping deployments, has served as the cradle for generations of Chinese peacekeepers. It undertakes pre-deployment training for UN police officers, FPUs, and international police officers. In 2024, the Center achieved a historic milestone by being recognized as the first institution globally under the UN’s updated predeployment curriculum for peacekeeping police. To date, it has provided police skills training for approximately 2,000 police officers from 76 countries and regions.
  Furthermore, the Center plans to launch a master’s degree program in peacekeeping studies for international students, ensuring sustained intellectual support to global peacekeeping capacity development.

  — A Wish for Peace —
  Steadfastly Serving as a Stabilizing Force in a
  Turbulent World
  For 25 years, generations of Chinese peacekeeping police have remained steadfast in regions most acutely needing peace and stability. They have slept amidst gunfire and awakened to the acrid scent of smoke. The days when eight Chinese peacekeepers perished in the catastrophic earthquake that struck the UN Mission in Haiti remain an indelible memory—they are martyrs who sacrificed their lives to uphold the sanctity of peace.
  Among them was He Zhihong, a Chinese peacekeeping policewoman who lost her life in the UN peacekeeping mission in Haiti. She left a four-year-old son and elderly parents. At the UN Peacekeeping Summit in 2015, President Xi Jinping emotionally recounted her story, noting, "She once wrote: ‘In this vast world, I may be just like a light feather. But even so, I want this feather to carry the wish for peace.’ This was her last wish, and it also demonstrated China’s commitment to peace.
  "Facing Fire and Blood without Fear: In 2006, Chinese FPUs quelled riots and dismantled the strongholds of illegal armed groups in Haiti. In 2013, they braved bullets to rescue 27 hostages in a dramatic operation that tested human limits in South Sudan, a real-life "peacekeeping action film."In 2023, they deployed without hesitation in Abyei and the Central African Republic, bringing warmth and reassurance to local communities and Chinese enterprises alike through their unwavering presence.
  Bridging Cultures through Selfless Dedication: The "Dongxing Police Station"in South Sudan, renovated by Chinese peacekeeper Sun Dongxing with his personal funds, stands as a testament to China-South Sudan friendship. Subsequent Chinese FPU rotations have inherited this legacy, transforming it into a landmark of bilateral cooperation. Today’s peacekeeping teams not only practice this tradition but also expand their humanitarian efforts: they conduct voluntary teaching in schools, donate educational supplies to orphanages, and coordinate medical teams to provide treatment for local residents. The "Dongxing Spirit"endures, with bonds of friendship transcending through generations.
   Charting New Chapters with Youthful Resolve: In a world beset by persistent conflict, a new generation of Chinese peacekeepers shoulders the mantle of peace with unwavering determination. In the Central African Republic, female Chinese officers excel as "AI-like"crime investigation experts. In South Sudan, Chinese teams dominate the UN IT competitions. In Cyprus, Chinese peacekeepers introduce "Chinese Culture"to local communities, fostering mutual understanding.
  As global turbulence persists, Chinese peacekeepers remain steadfast, safeguarding peace and disseminating hope through concrete actions.
  The past serves as a prologue, and when standing at a new historical starting point, Chinese peacekeepers will practice true multilateralism with renewed vigor, forging deeper partnerships with international counterparts to address shared security challenges. We hold firm conviction that a more equitable global governance system and a brighter future, which are characterized by peace, security, and prosperity for all, will undoubtedly emerge. ■
